Nakapiripirit RDC Cracks Whip on Ghost PDM Beneficiaries- recovers ugx 7M on Day One

George Owanyi- the Resident District Commissioner who doubles as the Sub Dean of Karamoja RDCs has ordered for the arrest, detention and prosecution of 06 ( six) non eligible and non resident persons who had irregularly accessed ugx 1M each, meant for the poor and vulnerable community of Nakapiripirit district.

Acting on a tip off from a credible intelligence information, RDC office was informed of how Mr.Setimo a Community Development Officer with Nakapiripirit Town Council had ‘imported’ his brother, sister in law, and friends born and residents of Abim but working in Moroto City to access PDM money meant for the people of Nakapiripirit.

The four who are permanent basis in Moroti City and are such have a steady flow of income are not eligible for Parish Development Model ( PDM) monies under the PDM implementation guidelines.

There has been an outcry in the district with locals going through the lengthy vetting process, only for their names to be omitted in the final disbursement list as a result of unscrupulous actions by the CDOs to exclude the genuine parish beneficiaries in place of their preferred persons for selfish gain.

In another incident, the CDO included a Primary School headteacher who doubles as District Councilor (Workers) and a prominent businessmen – Stephen Onyango and each received ugx 1M in total breach of the PDM guidelines- as they are clearly above the 39% living category living hand to mouth.

In a joint operation led by the RDC, DISO, DPC, DRDC & ARDC, the 6 individuals, were arrested, detained and forced to vomit the ugx 1Million each which has since been banked to the respective parish PDM account, as they await to be produced in court

In a related operation, the RDC office caused the arrest of a one Moru Godfrey an employee of Electoral Commission Nakapiripirit who had helped his relative – Ngiro John to access ugx 1Million PDM money and corruptly gave the rightful beneficiary only ugx 170,000 for drinking as he retained 830,000 to himself.

Moru was forced to vomit and refund the money he had taken and refund to Ngiro in the presence of Commercial officer & the DISO.

During Nakapiripirit PDM baraza organized by the Town Clerk Mr. Philip Lodoume and Commercial Officer Lodo Fredrick for the RDC to sensitize the community on PDM eligibility criteria, Owanyi decried the high rate of extortion and corruption in the PDM implementation in the district.
He randomly picked 6 clearly visible vulnerable members for inclusion to the PDM system. The 6 members will now access the money within the next 4 working days.

The RDC cautioned the Namalu Sub County Councilor Hon Aleper Prasede against misleading the community that PDM was Government money sent to “enjoyment and drinking” by all irrespective of income status of the Karamojong for correctly voting the NRM and their loyalty to President Museveni.

The RDC encouraged the locals to invest the money in income generating projects so as to boost their household incomes and fight poverty.

The money he clarified is to be paid back after 36 months and rolled over to other members of the parish until every one is covered.

The Nakapiripirit community applauded HE the President for the PDM money and thanked the RDC for his spirited fight against corruption and improved service in the district.
