President Museveni Cracks Down on KCCA Leadership: Top Officials Fired Over Kiteezi Landfill Negligence

In a fierce and decisive move to restore accountability within the Kampala Capital City Authority (KCCA), President Yoweri Museveni has dismissed several top officials following the damning findings of an Inspector General of Government (IGG) report on the Kiteezi Landfill disaster. Acting under Article 172 (1) (a) of the 1995 Constitution, the President took this unprecedented action in the public interest, citing significant evidence of criminal negligence.

High-Level KCCA Officials Dismissed

The following key KCCA officials have been removed from office:

  1. Mrs. Dorothy Kisaka – Executive Director
  2. Engineer Luyimbazi – Deputy Executive Director
  3. Dr. Okello – Director of Public Health

The IGG’s report exposed severe oversight failures and negligence by these officials, which contributed to the disaster at Kiteezi Landfill—a catastrophic event that has raised alarms over public health and environmental safety. The officials’ actions, or lack thereof, have been deemed detrimental to the wellbeing of Kampala’s residents, necessitating immediate intervention.

CID to Launch Criminal Probe

In addition to the dismissals, President Museveni has instructed the Criminal Investigations Department (CID) and other crime management agencies to launch a thorough investigation. The probe will focus on criminal negligence, with the aim of bringing those responsible for this tragedy to justice.

This call for an in-depth investigation underscores the President’s commitment to holding all parties accountable, especially where the safety and lives of citizens have been compromised.

Swift Leadership Transition

To avoid any operational disruptions at KCCA, the President has directed the Public Service Commission to swiftly advertise and fill the vacant positions of Executive Director, Deputy Executive Director, and Director of Public Health. The new appointments are expected to be made within three months.

In the meantime, the Minister for Kampala has been tasked with advising the President on suitable candidates for interim leadership roles to ensure that KCCA continues its operations seamlessly.

This bold action by President Museveni sends a clear message: negligence in public office will not be tolerated. By taking a stand against corruption and mismanagement, the President reaffirms his dedication to upholding the highest standards of governance and safeguarding the welfare of Ugandans.

With the Kiteezi Landfill disaster shaking public confidence, President Museveni’s intervention is seen as a necessary step to restore trust and ensure that those entrusted with public office are held to account.
