Minister Musenero Launches EDIC’s TIER Programme to Transform Uganda’s Engineering & Innovation Landscape

Uganda has taken a bold and historic leap toward self-sufficiency in engineering, innovation, and manufacturing with the official launch of the Technology Innovation Enterprise Accelerator (TIER) Programme by the Engineering Development and Innovation Centre (EDIC) officiated by Minister Dr Monica Musenero on 1st August 2025.

The landmark event, held at the EDIC Smart Manufacturing Hub in Rwebiteete, Kiruhura District attracted a wide range of stakeholders from government, academia, industry, and Uganda’s growing innovation ecosystem.

The TIER Programme is designed as a transformative national initiative under EDIC to fast-track Uganda’s journey toward technological independence and economic resilience. Its core objectives include:

1. Equipping youth with practical, hands-on engineering and technical skills for employability and innovation.
2. Supporting the commercialization of locally developed innovations.
3. Building a national pool of capable, homegrown problem solvers.
4. Strengthening Uganda’s local manufacturing ecosystem through enterprise acceleration and reverse engineering.

Speaking at the launch, Dr. Musenero expressed immense pride and hope in Uganda’s technological future. “I am a happy woman today,” she said. “What we are witnessing was once seen as a myth many never believed we would have such a facility within our borders. But today, our young engineers are proving it’s possible.”

She revealed that over the past eight weeks, the current cohort of engineering trainees had received intensive training from senior experts. “They are now capable of creating and reengineering products across various technological sectors. This is the beginning of a revolution,” she added.

Dr. Musenero emphasized the significance of reverse engineering, which the facility is already leveraging to produce a range of products. “In the near future, Uganda will no longer need to spend billions of shillings on importing spare parts we will make them here.”

She also announced the government’s plan to replicate this model across all regions of Uganda, with the Rwebiteete hub serving as a flagship. Dr. Musenero concluded by appreciating President Yoweri Kaguta Museveni for his unwavering support in promoting innovation and technology.

Eng. Anthony Opolot, the Head of the EDIC facility, hailed the launch of TIER as the beginning of a new era for engineering and innovation in Uganda. “This marks the start of a powerful movement toward import substitution,” he said. “We’re going to manufacture what has always been imported, and that’s how we will transform our economy.”

Eng. Opolot stressed that engineering is the backbone of economic growth, and with innovation hubs like this one, Uganda is destined for greatness. “This facility won’t just create jobs it will empower young engineers and innovators to shape the technological future of this country.”

The EDIC Smart Manufacturing Hub currently sits on 45 acres of land and is already producing biomedical machine parts, patient monitors, car engine spare parts, and other critical components needed across sectors.

The launch event also featured an exhibition of student developed innovations, showcasing the remarkable talent and ingenuity of Uganda’s next generation of engineers.

Participants in the current Engineering Human Capacity Development (EHCD) Bootcamp, which runs from 10th June to 15th August, include students from prestigious institutions such as Makerere University, Kyambogo University, and Mbarara University of Science and Technology.

Their prototypes and ongoing projects reflected practical applications of engineering skills, problem solving, and a deep commitment to creating solutions tailored for Uganda’s unique challenges.

EDIC is now calling on stakeholders from all sectors public, private, academic, and international partners to join the movement. The Centre invites partnerships, investments, and collaborative support to help scale the TIER Programme across Uganda and beyond.

The launch of the TIER Programme is not just a celebration of innovation it is a declaration of Uganda’s readiness to lead its own industrial and technological destiny.
