Kampala Minister Minsa Kabanda Calls for Cooperation and Vigilance from New KCCA ED

In a warm but pointed address during the swearing-in ceremony of Hajjati Sharifah Buzeki as the new Executive Director of the Kampala Capital City Authority (KCCA), Kampala Minister Minsa Kabanda urged the newly appointed ED to embrace collaboration and prioritize integrity in her role.

The ceremony, held at City Hall in Kampala, saw various political leaders and dignitaries, including Lord Mayor Erias Lukwago, division mayors, MPs, and councilors, come together to welcome Buzeki to her new position.

Minister Kabanda, in her remarks, congratulated Buzeki on her appointment and emphasized the importance of working harmoniously with other city leaders to ensure effective service delivery. “Teamwork with the Lord Mayor, division mayors, councilors, and other stakeholders is key if we are to transform Kampala,” she said.

However, the minister also issued a stern warning about the challenges Buzeki might encounter during her tenure. She cautioned her about the “bad elements” within the city administration, specifically brokers and corrupt individuals who may attempt to mislead her and exploit public funds.

Kabanda went on to outline some of the pressing issues facing Kampala that require urgent attention, including:

Waste Management: Addressing the inadequate and inefficient systems that have led to health and environmental hazards, such as the recent Kiteezi landfill disaster.

Road Infrastructure: Fixing the city’s broken and poorly maintained road network to improve mobility and economic activities.

Market Operations: Resolving disputes and inefficiencies in the management of city markets to ensure equitable access for vendors and fair revenue collection.

Physical Planning: Implementing comprehensive urban planning to address illegal construction, overcrowding, and the lack of proper zoning.

Minister Kabanda concluded her remarks by wishing Buzeki a successful tenure, expressing optimism that her leadership could bring the much-needed transformation to Uganda’s capital city.

The ceremony marked the beginning of Buzeki’s tenure as KCCA Executive Director, a role that comes with high expectations from both city officials and Kampala residents. Her ability to foster cooperation and tackle the city’s long-standing challenges will be closely watched in the coming months.
