Nebbi Community  condemn the killing of civilian by army officer

The community of Jupa-keno village, Ayomu parish, Jupangira Sub County in  Nebbi district ,  condemned the gruesome killing of one Oyomi Edmond 27,  a  peasant farmer by Uganda People Defence Forces Officer during a scuffle at a Nightclub.

While speaking during a dialogue meeting organized by the office of Resident District Commissioner Nebbi with the community and the family members of the deceased on Monday, the Grandfather of the deceased, Mr.Ogenrwoth Yofess,  described the gruesome murder of his grandson as 

unfortunate, demanding the responsible office to reign on the officer for justice  to prevail.

He also added that, as  deceased family , they are demanding for  a clear explanation from the  government over their son’s death.

The widow of the deceased Atyeru-Nimungu Robina aged 21, a  mother of two  appeals for education  support  from the responsible office to support the orphan’s education

 “As a widow I can only confirm that as a family, we desperately need the government intervention to come to our rescue for both the burial arrangement of my late husband and financial support to my young family if I am to improve on the wellbeing of my young family following the loss of their father“. Robina stated 

The LCIII  Chairperson of  Jupangira Sub-County  Ogenmungu Dominic,  regretted the incident, appealing to the youth to be law abiding,  highlighting how precarious disobedience against the rule of the law is.

He also promised intensified operation and regulation of the night discos to curb such occurrences.

“As local leaders we are going to commit ourselves and to make sure that all night clubs operators within the Sub Counties along the trading centers are regulated and should abide by the regulations to avoid similar occurrences in the future.” Ogenrwoth stressed.

The Resident District Commissioner Nebbi Robert Abak,  condemned the manner in which the man in uniform acted leading to the  Edmond Oyomi’s death. He also  assured  of government stance against killing  of citizens by security operatives, commiting that the  law will take its cost.

Abak told the community  that UPDF  soldier attached to   57 battalion in Zombo district has  been arrested and detained in Uganda People Defence Forces army cells at Bondo Barracks in Arua district and investigation is ongoing.

He also appealed to the youth in Nebbi district to avoid   high level of idleness and  merry making in their communities, calling upon them to venture into productive activities   such as Boda Boda, brick laying, bee keeping, poultry keeping and piggery among others.

The dialogue meeting that was headed by the office of the Resident District Commissioner was to iron out any upcoming rift that may arise between Uganda Peoples Defence Forces and Local Communities of Jupa-keno village, Ayomu parish, Jupangira Sub County in Nebbi district over the shootings by the army officers.

West Nile Police  Press  Statement on the shooting incident in Nebbi

On October 28, 2024, a tragic shooting incident occurred in Patong Village, Ayomu Parish, Jupangira Sub-County, Nebbi District, resulting in the death of a local resident.

At approximately 2:35 AM, UPDF soldier PTE Lomer Samuel, assigned to the Goli Customs Border Point, was involved in an incident in which a local individual, Oyomi Edmond, was fatally injured. A call was received earlier from a resident, alerting security about a violent situation involving a local community member, prompting immediate response by a team comprising both police and UPDF personnel.

Upon arrival, the security officers encountered resistance from a gathering on-site. During this confrontation, PTE Lomer Samuel discharged his firearm, leading to the tragic death of one individual. This incident was confirmed by police spokesperson west Nile region & RCLO SP ASEA COLLINS.

Our investigative officers, including the District Police Commander (DPC) and members from CID and SOCO, promptly responded to secure the area and initiate evidence gathering. The case has been officially registered under Goli SD REF 05/28/10/2024, and PTE Lomer Samuel is in custody as inquiries continue.

The deceased’s body was transferred to Nebbi Hospital for a post-mortem examination to aid further investigation.

Nebbi District Police, alongside the Uganda People’s Defence Forces, is committed to a comprehensive and transparent investigation to ascertain the events surrounding this unfortunate incident. Further updates will be provided in due course.
