Under President Idi Amin, he served as Governor of Central Province from January 1975 to January 1976 and from August 1976 to April 1979, until Amin was overthrown.

He is remembered for using violence in trying to beautify the city of Kampala where many said he forced people to eat rubber sandals something he denied doing.

In April 1979 after the overthrow of Amin, Nasur fled to Kenya. Local authorities arrested him in Kakamega and on 16 June 1979 he was extradited to Uganda and charged with the murder of the Mayor of Masaka, Francis Walugembe.

Walugembe had been killed in Masaka on 21 September 1972.

He was sentenced to death in January 1982 and sent to Luzira. However, in 2001, President Museveni pardoned him and was later released retiring at his former home in Bombo few kilometers from Kampala.
