Big Story: Otafiire deserves to be in prison for torture of Kakwenza, Besigye says

The torture of Ugandans and most recently Kakwenza Rukirabashaija (@KakwenzaRukira) by security forces in Uganda under the watch of internal affairs minister Rtd Maj Gen Kahinda Otafiire corresponds to criminal charges according to Kizza Besigye.

It is very clear that the Torture of Kakwenza was committed. If we look at the definition under the. Prevention and Prohibition of Torture Act, 2012

(1) In this Act, torture means any act or omission, by which severe pain or suffering whether physical or mental, is intentionally inflicted on a person by or at the instigation of or with the consent or acquiescence of any person whether a public official or other person acting in an official or private capacity for such purposes as—
(a)obtaining information or a confession from the person or any other person;(b)punishing that person for an act he or she or any other person has committed or is suspected of having committed or of planning to commit; or(c)intimidating or coercing the person or any other person to do, or to refrain from doing, any act.

Kizza Besigye while appearing on a local tv interview early this morning, resounded why the Minister of internal affairs Rtd Maj gen Kahinda Otafiire should be languishing in Prison.

“Otafiire’s right place should be in prison. He is the Minister in charge of Internal Affairs. He has seen what has happened because of his police officers. Didn’t he see Kakwenza”, Kizza Besigye said

Otafiire has never paraded anyone who tortured Kakwenza or anyone under his watch, Kizza Besigye added.

Kampala Deputy Lord Mayor, Nyanjura Doreen Omutatina also affirmed and agreed with Rtd Col Dr. Kizza Besigye that Kahinda Otafiire should be in prison for superintending human rights abuses and violations as the Minister in Charge of Internal Affairs.

At the end of last year, Novelist Kakwenza was arrested by what has come to be believed police officers in conjunction with other security officers that eventually tortured the writer to near death, he has since fled the country.

No one has been paraded, charged, or arrested by Uganda police for torturing Mr. Kakwenza despite calls from all corners of the world.

The Minister of internal affairs is a public officer who superintends the police and army and must have paraded officers responsible for the torture of Mr. Kakwenza but this is yet to happen.

Kakwenza was abducted and his right to personal liberty was infringed unjustifiably hence the contravention of article 23 of Uganda’s constitution among others.
By Press time Gen Otaffire was yet to react to Kizza Besigye’s early morning statements on TV.

The controversial NRA commander was appointed minister of internal affairs a position he has held for close to two years.
