Uganda’s Electoral Commission (EC) has today endowed a revised roadmap for the 2020/2021 general elections after losing three months of electoral activity due to the outbreak of Covid19 pandemic, led to lockdown.

While addressing Journalists at EC offices on Jinja road Kampala, the Chairperson Justice Simon Mugenyi Byabakama has explained how the lockdown has affected the earlier program drafted by the electoral body.

Many activities such as the update and display of the National Voters Register, and Registers of Special interest groups, and activities for the conduct of elections for the Special Interest Groups (Persons with Disability, Older Persons, Youth) Committees from Village to National Levels have been disrupted due to the Covid-19 lockdown.

‘The Electoral Commission postponed the many activities under the Roadmap, in response to measures introduced by Government to prevent the spread of the Coronavirus,’ says Justice Byabakama.

“Most of electoral activities involve public gatherings and hence pose high Covid-19 risk of person-to-person and object-to-person transmissions,” he said.

The EC boss has explained that even when Covid19 cases are rising, the Commission can’t delay the elections because “the idea of postponing the election is not for the EC to determine” since “the Constitution commands us to hold the elections within a specific period of time, which is every afyer five years, for general elections”.

The law tasks EC to hold elections in the first 30 days, of the last 122 days of the last term of the government, whether there is Covid-19 threat or not.”

It has been confirmed that the forthcoming general elections will be organised scientifically by EC.

It is not clear whether opposition political parties, have been involved in the new strange process that has been nerve used in Uganda.
