President Museveni Chairs Defence Forces Council Meeting, Launches UPDF Establishment 2021

President Yoweri Museveni, also serving as the Commander-in-Chief of the Uganda People’s Defence Forces (UPDF), convened the Defence Forces Council at State House, Entebbe, to oversee significant developments in Uganda’s defense sector.

A pivotal agenda item of the meeting was the inauguration of the UPDF Establishment 2021, a comprehensive blueprint for enhancing national security and optimizing the operational efficiency of the UPDF. President Museveni formally endorsed the establishment by signing the executive order and receiving four copies of the UPDF Establishment book.

Joined by key military officials, President Museveni emphasized the strategic significance of decisions aimed at bolstering the country’s security apparatus and strengthening the capabilities of the UPDF. The unveiling of the UPDF Establishment 2021, which occurred after a preceding High Command session on February 16th, 2024, represents a significant milestone in modernizing Uganda’s defense architecture.

During his address, President Museveni likened the role of the UPDF Establishment 2021 to that of medical professionals, stressing its crucial function in preserving national peace and security. He emphasized that just as medical practitioners prevent illnesses through public health measures, the UPDF’s mandate is to uphold peace and security proactively.

The President elucidated that the doctrine of defense and the structures outlined in the UPDF Establishment are designed to facilitate effective planning and execution necessary for safeguarding Uganda’s peace and security. He underscored the visionary approach embedded in the launched UPDF Establishment, positioning it as a cornerstone in the nation’s security strategy.

Additionally, President Museveni honored the late Lt. Gen. (Rtd) Pecos Kutesa, a distinguished military figure who played a pivotal role in Uganda’s liberation struggle. The President recounted Gen. Kutesa’s bravery and contributions, acknowledging his significant service as the 1st Chairman of the UPDF establishment committee.

Speaking at the council meeting, Gen. Wilson Mbasu Mbadi, the Chief of Defence Forces (CDF), commended the exhaustive seven-year process culminating in the formulation of the UPDF Establishment 2021. He highlighted the document’s consultative nature and its focus on strategic jointness and operational efficiency.

Hon. Vincent Ssempijja, the Minister for Defence and Veteran Affairs, hailed the UPDF Establishment 2021 as a blueprint for organizational effectiveness and operational prowess. He emphasized its role in aligning with previous defense transformation initiatives and outlined its vision for a modern and resilient defense force.

The launch of the UPDF Establishment 2021 underscores Uganda’s commitment to national security and sovereignty in an ever-changing global landscape. With a keen emphasis on efficiency and adaptability, the UPDF continues to evolve as a formidable guardian of Uganda’s interests and aspirations under President Museveni’s leadership.
