The Parliament’s Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) convened again on Wednesday 14th-Feb to handle the Auditor General’s report that raised several queries regarding mismanagement and accountability by Kampala Capital City Authority. KCCA officials were expected to submit their responses to the queries raised by the committee as highlighted by the Auditor General.
The Executive Director, Ms.Dorothy Kisaka led a team of KCCA directors, Managers and project supervisors but had no political leader in her company.
COSASE Committee Chairman Hon. Ssegona wondered to Ms Kasaka if this was the true composition of KCCA management according to the KCCA Act to respond to the queries.
Ssegona cited a case in the AG’s report which faulted the KCCA Council for not passing a regulatory ordinance leading to the loss of a case against KCCA where the court directed KCCA to pay huge sums of money.
The committee believes such queries of failure to enact necessary bylaws cited in the Auditor General’s report can only be answered by the political leadership led by the Lord Mayor and therefore the ED couldn’t purport to answer such queries that are clearly outside her docket.
It’s against that background that the committee chairperson decided to adjourn the proceedings to next week and directed the Executive Director to return with the Lord Mayor.
Mr Ssegona also directed the ED to share with the Lord Mayor a copy of the Auditor General’s report and all necessary documents after discovering that the latter wasn’t informed on the goings-on.
The ED had not extended the invitation to appear before COSASE to the Lord Mayor because the invitation was addressed to her and she expected that the Lord Mayor had been invited separately.
