Zombo Con man used security to scam hundreds

The business community and local leaders from Padea town council in Zombo district have arrested a  suspected con man identified as Victor Kisa, who impersonated a staff from the Ministry of Agriculture in the area. #WhisperEyeNews

The suspect who  had documents with the  name of someone called Peter Okello was well-equipped with stamps and receipts

His stamps and receipts have details of Ministry of Agriculture local leaders say.

He had no office in the town council yet he had operated for nearly a month in the town.

He claimed to local leaders that he was sent by the Ministry of Agriculture to inspect ” standard of agricultural products at Padea Border Custom”.

The Secretary of Social Services Padea Town Council Stephen Jawiambe said the suspect was being guarded by law enforcers from Uganda Revenue Authority Padea Border Customs. This was not independently verified.

It’s against this backdrop that many suspicious locals fear him notwithstanding his strange modus operandi.

” He was being guarded by law enforcers from Uganda Revenue Authority Padea Border Custom.  That man claimed that he came from the Ministry of Agriculture to inspect the standard of agricultural products. He would charge Ugx 5000 on each sack of Agricultural products crossing through the border custom. Both Congolese and Ugandans fell prey to his act.” Jawiambe explained.

The business community became suspicious after the suspect would stamp on the covers of Agricultural products of farmers after payment was made without issuing receipts.

By the time of his arrest, he had for the past one month solicited Ugx  395,000  out of the 79 sacks of agricultural products.

Douglas Rupiny, The District councillor of Padea Town Council has called upon the ”  government to always keep local leaders posted about any government programs coming at grassroot level”.

Rupiny said, ” That suspect would at times stamp on clothes and dirty caverns drawing mix views”.

His action attracted attention of all members of the public who ganged up against him thus his arrest.

He was Paraded to Padea police post before being referred to Paidha Central Police Station for more inquiry.

Recently, hundreds cried foul in Zombo after a man who disguised himself as a minister from the Alur Kingdom scammed them of their hard-earned cash in the name of bringing each of them heifers, Relatedly, another man who disguised himself as a coordinator for MK Movement in Zombo solicited over Ugx 1 million from locals in the name of registering them.
