Big Tale: How Gen Saleh has protected Opposition leaders like Lord Mayor Erias Lukwago for the past 15 years in Kampala

A leaked letter that Gen Salim Saleh wrote to Lord Mayor Ssalongo Erias Lukwago ordering him to apologize over the allegations he stated that Gen Saleh is misusing power or else ‘withdraw political support he has been giving him has created panic in the opposition, revealing those protected by the ruling government.

Lukwago’s words came on the 31st of December 2022 outside sharing hall Nsambya as the opposition politicians were battling with the security forces to hold their end-of-year prayers, blocked by security organs with no clear explanations.

Addressing journalists outside Nsambya Sharing Hall, a furious Lord Mayor Lukwago said that some of the actions by the security forces are direct commands of Gen Saleh who has for long been misusing power, undermining rule of law and constitutionalism.

Mr. Lukwago’s words did not land peacefully in the ears of Gen Saleh who vowed to withdraw the political support he has been rendering to him for the past years.

“Am very offended about what you have said about me and the power that am misusing,” the letter reads in parts.

“I have withdrawn all the support I have been giving you in your fights (fights) until you apologize.” the letter reads further.

Our investigation bureau has verified that the handwriting is the same as Gen Saleh’s handwriting and those who have ever worked or close to the Gen have given their verdict on this letter.

The letter has exposed Mr. Lukwago who has for long been portraying himself as a true opposition politician fighting to liberate Uganda and end Mr. Museveni’s regime a brother to Gen Salim Saleh.

Our sources told us that although it is not clear when exactly Mr. Lukwago started working with Gen Saleh they recall in 2010 when Ssuubi Buganda wanted to front him as a presidential candidate after falling out with Norbert Mao and other Ssuubi members who never wanted to support Dr. Kizza Besigye.

They resorted to Ssalongo Erias Lukwago, but he turned down their support and move to stand against president Yoweri Kaguta Museveni after meeting Gen Saleh who assured him to secure Kampala mayoral position, despite having support across the country at the time.

It should be remembered that even when Inter-Party Cooperation (IPC) in 2010 had decided that then Makindye East legislator Michael Mabikke Ssenindde be the flag bearer for Kampala mayoral race, Ssalongo Erias Lukwago cared less due to the Gen’s backing.

In 2018, when the People Power Movement led by Hon Kyagulanyi Ssentamu Robert alias Bobi Wine, it is alleged that Gen Saleh prohibited Al-haji Ssalongo Erias Lukwago from joining People Power Movement, in fear of what would have erupted in Kampala after Mr. Wine and Erias Lukwago’s joint efforts to the struggle.

“After Dr. Kizza Besigye lost Buganda region, Gen Saleh asked Erias Lukwago to balance the wave in Kampala by using FDC ticket, not Kyagulanyi’s National Unity Platform (NUP) which could have caused havoc to the ruling NRM,” the source stated.

“All through the 2020-21 campaigns Mr. Lukwago enjoyed a smooth backup of the security in Kampala thus winning the third term as political head of Uganda’s Capital, Kampala,” the source added.

Ssalongo Erias Lukwago also was given an offer of all huge billboards in every corner of Kampala during the Lord mayorship 2021 elections.

The cost of these billboards if they’re paid is close to 2bn, and those who have worked closely with Mr. Lukwago can not accept injecting that money in such a project.

Even if Mr. Lukwago had that money and was willing to inject it, the ruling NRM state structure could not have accepted it. Remember even just simple posters of Bobi Wine were removed from the Kampala business district.
