A fraudster who is moving around identifying self as an operative of Kampala Capital City Authority (KCCA) has been exposed.

Whisper Eye has learnt that this man has been extorting money from bar owners and small scale businesses , he has been exposed.

Peter Ssetenda, who purportedly said he was a KCCA enforcement officer has been allegedly accused of conniving with some rogue police officers to conduct illegal operations during which they forcefully break into business premises, harass bar owners, extort and arrest those who decline to give them cash money.

Mr Peter Ssetenda who should be in his 40’s has been conducting dubious operations purportedly arresting dozens of people drinking from bars yet they have not been reopened by government due to COVID-19 restrictions.

He has reportedly often overstepped his mandate by even extending his operations to restaurants and lounges.

One reporter who interviewed some bar operators in Bugolobi which was raided over the weekend and a lot of property stolen by the same man under the command of some police officer has revealed to us on condition of anonymity that Mr Ssentenda only raids bars that don’t give him some monthly payment .

We are told that Ssentenda is on payrolls of different bars and he can never go there, because they sort him with unspecified money ahead of his operations.

Our sources continue to say that Ssentenda with his team of disgruntled cops have successful tormented several businessmen and women within Kampala and its outskirts .

It’s believed that members of the business community have since filed criminal cases that range from office breaking and theft against him vide case file number SD REF: 29/14/11/2020 at Bugolobi Police station, there the suspects are KCCA and police officers.

According to our investigative team Mr Ssetenda with his disgruntled police officers have been terrorizing bar owners in Bugolobi, often breaking into their premises at night, claiming they are looking for people hiding there and drinking only to end up robbing from the same premises.

Ssetenda has since been reported to police over office breaking and theft

The Capital Times Limited Bugolobi, head office is one office which has faced the wrath of Ssentenda together with his men who allegedly raided their offices located on Level 1 Mango Groove building last week, they wreaked havoc, stole unspecified amount of cash and items worth millions of shillings, on top of assaulting the managers of the premises.

Whisper Eye efforts to speak to KCCA spokesperson to determine if Ssentenda was an employee of KCCA agency was futile however our team has been on his look out.

It’s allegedly that he has no official appointment from any KCCA directorate, but he reports’ to some high ranking officials at the Authority and some police officers.

He is one of the so-called untouchables at City Hall , one official told our reporter.

Many of the bar owners are wondering that if Ssetenda’s operations are within the law, how come the people he arrests are never paraded in court.

According to the number of complainants in the matter, many end up bribing their way out of police cells, which is disguised as a fine but none of them has ever been paraded in court, something that has since raised eyebrows about Ssentenda’s dubious operations.

Many of the bar owners who have fallen victim to Ssentenda’s dubious operations say that uses field police officers who raid business premises without notifying Ministry of Health officials, the area police, local security personnel or chairperson, such that he can extort and release the victims without other concerned authorities knowing.

The complainants contend that the Ssentenda has been conducting these illegal operations for several months and when he heard that the police have him on their wanted list he has since started going around saying that there are some policemen conniving with bar owners with intention to tarnish his name.

However, detectives we spoke to revealed to this website that those are Ssetenda’s monkey-tricks to derail investigations because he knows that sooner or later, the law will catch up with him because his days of using KCCA to extort money from people are numbered and have neared their end.
