Embattled Kampala Lord Mayor haji Erias Lukwago yesterday Saturday September 12, 2020 visited Kelezia Zone in Makindye division, Kampala where a storeyed building under construction collapsed.

“I have visited the scene of the collapsed structure in Kerezia zone, Makindye Division early this morning. One person has so far been rescued alive and three more are suspected to be trapped in the debris. Excavation is still ongoing to rescue the rest of the Victims, albeit at a snail’s pace,” says haji Lukwago.

“We established that the 4-level structure, had not been approved by KCCA and the architectural designs retrieved from the site bore no KCCA stamps. We have caused the arrest of the KCCA Makindye division supervisor Balikuddembe Joseph and his colleague Ochom,” embattled Lord Mayor said.

Whisper Eye has been reliably informed that the owner of the building and his site engineers are still on the run.

To make matters worse, there’s another adjacent structure of same height under construction, visibly cracked and is a catastrophe in waiting with no KCCA approvals.

“We have commenced the process of having the same condemned and demolished,” haji Lukwago stated.

“It’s regrettable that currently we don’t have a substantive Director in charge of physical planning. Mr Atwine who previously held that position, albeit with questionable credentials, retired over two months ago following the expiry of his contract.

His deputy, Katongole, had a very brief stint as acting director before he was arrested and charged before courts of law in connection with the illegal demolition of Ndeeba church and he is on remand in Kitalya prison,” he explained.

Residents of Kelezia Zone have accused the Mr Lukwago for failing his role as the political head of the city to make substantive supervision in Kampala.

“The Head of state is under the law charged with the duty of handling the process relating to the appointment of a substantive Director and I have no idea why he is reluctant to do so.

At the institutional level, we are doing our level best to strengthen the building control systems provided for under the Building Control Act of 2013 and the 2020 Regulations,” he said.
